Spain introduces new fuel rules for domestic cabotage shipping
Spain has introduced new decarbonization requirements for domestic shipping under Royal Decree 611/2026, establishing greenhouse-gas reduction and renewable-fuel targets for cabotage navigation from 2027 to 2040.
Under the decree, obligated fuel suppliers and other specified entities must achieve a 6.5% reduction in greenhouse-gas emissions from fuels supplied for cabotage in 2027, with the target gradually increasing to 33% by 2040. A separate renewable-fuel sub-target will rise from 2% in 2027 to 20% in 2040.
